Injustice Jaw Bone Reparenting

Hello guys I need to know how to "reparent" so the jaw will move for Injustice models.
For example this model that I have ported.

If you're using blender to port just select those five lower lip bones, tongue, lower teeth and the two frown bones and set the parent to head jaw bone.

When you open your jaw IRL, does your upper lip move as well? No.
