When I export it as .obj, it only exports ONE material for some reason.

It's possible that you've got the same problem I had until yesterday. When an enviroment exported looks like that, where more meshes share the same texture and look wrong, is probably because they have the same group and/or material name. Is that UE stuff?

No, that's from Sonic 06, which used Havoc engine, I think.

Well, I think it's using the same map names anyway. In max, open the Material Editor and click on the textures groups. Double click on Diffuse and see what kind of name is written under Material. If there is the same one for many Diffuse textures, just change it.
