It's also to appeal to the casual fanbase which is quite huge and get them back.
Still, if they could get this game running much more faster, I would be more into it. But . Such a half-assed attempt.
Using SCV assets may make it easier for them, but since it's also considered the worst game by alot of it's own choices, it has qutie the hurdle to get across.
The irony, the series has certainly lost it's soul. Sure I still enjoy SCV, but compared to bombastic scale and feeling of the previous game, it lacks so much. Characters, sound, music, the announcer, I could go on.

Well that CvS2 is emulated game so lag is to be expected.
Besides, I bought it just for fun so it doesn't bother me too much.

With no online I might as well just dust off my DC or just play it with a PC emulator with no lag.

LAWL at the "online" for a "PS2 Classic" game.
And I'd go PC emulation any day. Not only can you make it look better, it runs just as good as the DC/Arcade version, and also saves your DC that extra mechanical life.
